As far as I know, this is how it works:

Chat archives are created from the backup
logs of chat, which I believe keep a record of
everything that is said every minute of every
hour in every chat room. These logs are
probably kept on the server for a certain length
of time and then get deleted, but I imagine that
Sam probably downloads them to his home
PC and backs them up.

He has to wade through all the ridiculous
jibber jabber from chat in order to find the
material to create archives. If you've been
there for what you think is an archivable chat,
and Sam wasn't there, he might want your
memos; I don't know. He has to edit the logs,
discarding random stupidness and irrelevant
conversation pieces that don't pertain to the
archive. It's quite a bit of work, and with much
of his time going into new feature
development (i.e. Project X), I'm not surprised
that we haven't seen any new chat archives in
a while.
