The aliens had paused time right before earth was about to destroy itself via nuclear holocaust, so that they could run in and steal all the good artwork and preserve it for posterity (theirs, not ours). Of course, there was one human who somehow did not get "paused" in time along with everyone else, and realizes what all is going on, therefore creating Dramatic Tension and Unresolved Plot Inconsistencies along the way.

I read this science fiction story a long time ago wherein one futuristic weapon was a "wire rapier." It consisted of a metal wire that was only about a few dozen atoms thick frozen in time by some sort of stasis field generatior in the hilt. The blade was weightless, it never dulled or broke, and could cut through most anything.
