I don't think a government has to be responsible for what previous incarnations of it did. I mean, name one person in government from the Civil War era that's still there today(besides Strom Thurmond). And further, name on person that was a slave that is still alive today.
Besides, the new doctrine of the U.S. is equality for all. When it starts treating different groups differently, you get class and race wars.
As for the Civil Rights era and "Jim Crowe Laws", see last paragraph.
