You're thinking of "Murder in Small Town X", which was actually a murder-mystery show. There were something like ten contestants playing investigators and they had to determine which of sixteen townspeople was the murderer. It was rather well done with a rather complex backstory that was only marred by three things.

Firstly, they introduced a voting element to instigate mistrust, alliances, and divisions within the group of investigators. It's a bit hard to work together when high-stress office politics are intentionally introduced.

Secondly, the end of each episode had this "Killer's Game" thing -- The investigators would get two maps and would have to send one (and only one) person per map. At the end of the map's trail the investigator would either find a clue to take back to the group or the killer waiting to remove them from the game. Right. If this was a real-life situation, there would be squads of undercover police swarming both areas hoping to catch the murderer. For some reason, the investigators only investigated various townspeople's deaths, not any of the missing (read "in-game murdered") investigators.

Lastly, when the final episode aired after all of the clues had been doled out and there were only two investigators remaining, it was still 50/50 as to which one of the remaining two suspects was the murderer. When the two investigators went to apprehend their suspects, it was pure luck that one of them found the bad guy.

"Murder in Small Town X" was a rather interesting twist on the reality tv genre. If more of those types of shows were like this (or USA's "Combat Missions"), I'd watch more television. Instead, reality shows all seem to be about showcasing the worst humanity has to offer.
