Until energy shields are invented, the transporter and warp drive will be humanity's worst enemies. Think about it: put a cannister of gas in a transporter and send it to your enemy's house. A grenade, a man armed with a knife, even. It would mean the end of security. If two world powers got control of these technologies at once, a war of assassination would begin and would continue until both sides were decimated. If only one power gained them, then they would have the whole world at their mercy. "Thought police" could appear anywhere, anytime to enforce their regime. If someone tried to take control and rise out of the chaos that ensued, they'd wake up one morning to see the air above their bed shimmer and a live grenade fall onto the sheets. Sub-warp and stationary targets would be easy marks for warp-capable craft. It's no accident that the Federation is a utopian goody-goody society.
