Yes and no. The traditional format is indeed five-seven-five, but in recent years, the format's boundaries have been expanded a little, especially in English haiku, so that even two-line haikus are acceptable. According to those more liberal groups, it's more important that the poems serve as meditations on nature than that the format be strictly followed.
