The only way Mississippi casinos could even open in the early 1990s was not to build on land, so the original ones were actual boats in the coastal waters, designed to be sunk in event of hurricane. Since then, i guess the state's idea of land has changed, because now the casinos build solid foundations just beyond the shore, then connect them to land by drivable bridges. While lawyers may still describe these as not being on land, they look like landed buildings.
And the "education" line is a joke, at least here. Our education revenue from the casinos is not really astounding, nor is the way they pock-mark what used to be a pleasant drive along the coast, highlighted by antebellum homes and open area.
