Not where I live. One can join clubs, but if you're looking for unstructured entertainment, you're better off staying home. Sure, my town has "neighborhood centers" with pools and rooms to rent for parties, but the pools cost $5.00 for admission unless you're a member of the resident's association(which I'm not, because I never settle anywhere), ane the party rooms require a $100 down payment. There's an ice rink as well, but it's in a bad part of town and nobody goes there, except to get high.
