Popups are incredibly annoying. Your complaint is valid.

Two of the webhosts that I like are Topcities (http://www.topcities.com), which gives you 150 megabytes of space, but large banner ads on every page, and Free Prohosting (http://free.prohosting.com), which gives you 90 megabytes of space, CGI, and you can choose between banner ads and popups.
