It's under System Properties> Performance> Virtual Memory. I don't recommend turning off Windows' management of it, but do what you want. I seriously believe the problem is that WinME can't handle more than 512 MB of RAM.
I'm sure XP Pro does, but there's no patch for ME to support it.
