I think that spelling without caps isn't all that annoying if everything else is correct and there's PUNCTUATION. It depends on the tone of the forum/chat, though. Here, e.g., it would be inappropriate. But writing in all caps is worse and definitely always annoying. Especially when you walk into an internet café and have to find out that whatever moron was on before you left caps lock on. That happens to me far too often.

By the way, believe it or not - it's still more annoying in German.
