POA how do I get a certain passcard?

I think I need Lamel's passcard, if only because I haven't got a clue what to do next :-(.

And after comparing my own inventories to other people's I also seem to be lacking two keys (not to mention several other objects, but I don't think I'm that far in the game yet. I've got the wrench, though).

Any help appreciated.
