I would agree with that. Not just for the commuting, but also because I-95 crosses this border. Other possibilites would be Connecticut/New York for the same reason, but I think there are more people in NJ who work in NY than there are residents of CT who work in NYC.

The only other state(ish) borders that has a major city on a state border and might have as many people crossing would be the states bounding the District of Columbia. However, in the 1998/1999 the New York City Consolidated Metropolitan Statistical Area held about 20 million people; during the same period, Washington DC had about 7 million. More people around NYC probably means more people crossing state lines on a daily basis.

New York City's CMSA includes the areas as far as Trenton, NJ, to New Haven, CT. Washington's includes areas as far as Fredricksburg, VA, to Baltimore, MD.
