I think the Rules for Future travel would be the same as those for past tracel. If you go into the future, afterall, you own time is in the past. Say you go into the 25th century and find out that in two years time (your own time) a despot will arise. When you go back to your time, anything you do will not be able to remove the despot (until he was removed according to the history books of the 25th century), hewever, you could accidently shoot his aide (eg the Mussolini argument), thus changing future history.
