Dealing with organised terrorism is unlike dealing with individual crimes. Where is the sanctity of citizenship of a person who chose to buy up an impoverished government and its people in order to kill the people of another country with no reason. Its not in line with Bedouin culture which made the Afghans to host Osama its purely the lure of money and some kind of primitive religious sentiment.
