How about this: Somebody starts it, makes up the rules, and sends both out in an email to the people who are interested. Other people can make suggestions for better rules, if the rule-maker likes, but, if the story stays the "property" of one person until finished, there will be much less chance of multiple endings, out-of-bounds plotlines, reincarnations, dream sequences, references to Monte Python, etc.
