Ours may well be able to do that, but it isn't used for that right now--and the logistical nightmare will probably prevent them from using it for such, since we would have to have somebody identify the driver from this photo. Also, I'm not sure if our laws allow people to be given demerits based on a photograph taken by a machine... I don't see why not, but if it could be done legally, I'm sure they would do it.
