It seems to work for my sister. She's never gotten a ticket, only three warnings. Maybe more; there might some that she hasn't told us about.
I don't think it works for men, though. Then again, who knows... seeing a man break down into tears at the prospect of getting a ticket might effect a cop even more. I for one would have a hard time keeping a straight face while trying it, though. I'll just try to stick to the law and avoid getting pulled over.
Funny anecdote: one year, on Christmas Day, my sister and her husband were driving from Dayton to Indianapolis to visit his family there. He was driving, and he got pulled over in Indiana for speeding. He was still wearing the gag gift I had given him that morning...a big shiny silver badge that said "Sherrif Dan" on it.
He still got the ticket.
