I don't know...that sounds more like the
Commander's edition box to me. The
Captain's box had Romulan birds of prey
fighting the Feds on it, but maybe they threw in
a few KR-class ships (Klingon-designed
Roms) on there too.

'Fraid not. Their license from Paramount only
allows them to use material from the original
series. There are lots of new races introduced
into the game that were never seen in TOS,
but nothing from TNG, DS9, or Voyager.
