I still say Colin Baker was the worst. His mannerisms and his character were at best annoying, and at worst just plain mean. I would say that Sylvester was the second worst though, but only because he was uninteresting.

It would have been the same when I was growing up, but I never even heard of Doctor Who until I was in high school, so I never formed any childhood opinions. I used to think Tom Baker was best because he was all I ever saw. Now that I've had a chance to review every Doctor, I can't decide between him and Pertwee.
