Strangely, I came to the same conclusion (at least the short form of it, which is "no"). But I always figured it was odd that two such legendary figures in Star Tek history had such similar names.

It's also stated that Khan's genetic modifications also granted him an unusually long lifespan, I don't see why that trait shouldn't be passed on to any putative offspring, which would explain why Soong was so well preserved for a man of his age.

And Khan was noted for his keen intellect as well as for is strength, though his strength is rather more visually obvious.

It's very difficult to conquer a post-industrial word using only brute strength, you know. He was a tactical genius, and had an intutive grasp for the unorthodox that was only matched by James T. Kirk himself.
