The one "policy" I hear quoted as having a possible direct relation to this attack is the US "occupation" of the Islamic holy land of Saudi Arabia. The Saudis gave us permission to station troops there during the Gulf War, and basically, we never left. So we now have permanent bases in Saudi Arabia. Islamic fundamentalists see this as an affront to their beliefs, since two of the holies citiets of Islam (Mecca and one other I can't think of off the top of my head) are in Saudi Arabia.

I don't think this is a very good excuse to attack us, personally.
