I think it's been proved that we at least knew the Japanese were up to *something* big. I think the result was more typical American complacency--we didn't *really* think they'd dare attack us, so we didn't do a whole lot with the warning signs we got. It's an unfortunate affect of being the strongest nation on the planet and having two large oceans as a buffer between us and anyone who would normally want to harm us.
