Depends on where you are, I guess. Some people seem to have a propensity for deciding they are to carry out acts of retribution upon people separated by space, and even time(people who still use the term "Christ-killers" after nearly 2000 years spring immediately to to mind as the "some") from the occurance that they're supposedly getting revenge for. So it's no surprise that people significantly separated only by space would be attacked, deundisirregardless of actual involvement.
