Terrorists aided and abetted by forgein countries. That makes those countries as responsible as if they had fired their own missles at us. This isn't new. Most pirates were chartered by diffrent goverments, high seas terrorism. Jefferson declared war on the pirates of the Barbary Coast and the age of Pirates started to come to an end.
