I think I know the reason why - Cadbury's chocolate contains tonnes of vegetable oil - more veg oil than cocoa, in fact.

The European Union, for a few years, refused to call Cadbury's chocolate "chocolate" because, according to them, it wasn't chocolate (continental chocolate is practically pure cocoa).

I'm not sure about the situation in the States, but it could be related to this. Then again, I could be talking gibberish.
