That reminds me of the law (or is it just general practice?) that you shouldn't keep a caught fish if it's smaller than a certain size. But that makes perfect sense, so the analogy stumbles. Unless ... the politicians have discovered that oranges will become endangered if they aren't allowed to grow up and reproduce.
Or maybe it's to stop people selling ... (uh, what's the name - theese smaller fruits that look like oranges but are easier to peel) as oranges, which would be CHEATING.
