If the person you promised it to is anything like me, he won't accept redefining time because you've not changed the length of the day, only the method of measuring it.
I don't know if getting everyone (BTW, you missed three 0's off) to run in the same direction woukd work, though I suspect it would. But people living near a west coast probably wouldn't be too happy with the idea.
A bit late perhaps, but one option might be to make the promise in winter and claim success in summer.
