That seems like a good assessment. The first time I read Tehanu I didn't like it much at all. I re-read it a year or two ago, and liked it pretty well. It *is* quite different from the original trilogy. One thing that frustrated me both times was that the end of the book didn't really explain things about Therru and didn't have quite the amount of closure I was looking for. But it's still a pretty good read.
As a side note, it seems as though adding a fourth book to a trilogy turns the series into a "cycle"; LeGuin's books are now "the Earthsea cycle". A question for the knowledgeable: is "four or more" the recognized way to define a "cycle" of books, or is it muddier than that?
