Hasn't immigration *always* been looked upon as a bad thing, to some extent in the US? I'm not very knowledgable about all of this, so I may be completely off base. I just seem to remember people who had been in the country for generations were always angry about evil immigrants taking their jobs. Plus there was all the bad treatment of immigrants even in the heyday of immigration.
