OK, this looks like we may be able to put together a league table of evilness. We should include the aformentioned as well as Kim Il-Jong (or do I mean Kim Sung-Il? I always get those two mixed up), Pol Pot, the leader of the Taliban (whoever he is), Pinochet, Noriega... Any other suggestions?

Then all we need is some way of determining their relative evilness. That will probably be tricky, but not impossible.
