Well, to judge from some comics I've read, Pluto is a sentient being and a person, but he can neither talk nor walk on two legs. From what I have seen, I suppose there's two classes of people in that world: people who can talk, walk, and who wear clothes, and people who don't. The category "animals" is reserved to insects, spiders and most birds.
