Yes, it is. And to those who may not realise why:

Pants is the word the British use for underwear. Those things you call pants, we call trousers in everyday parlance.

The notion that Women would not be allowed to wear any underwear is a strange one...

An interesting note. Recently, in British Slang the word Pants has been used to describe anything considered naff or useless.

Has this happened anywhere else?
