Apart from any other reasons why this wouldn't work, I think you'll find that most houses don't burn down and kill people because the *walls* caught fire. House fires start when something *inside* the house catches fire and then spreads. If you're trapped in a burning building, you can die of smoke inhalation or toxic fumes from (for example) the padding in your sofa long before the flames touch you. Unless you plan to make everybody's furniture, appliances, curtains, clothing and bodies out of water, your idea isn't going to prevent that. I've been in a burning building in a simulation exercise and the smoke just about killed me even *with* breathing apparatus, and the walls there were made of steel plating and were certainly not going to catch fire.
