A bit, but that doesn't make it any less important a question.

However, this system works against competent rulers achieving anything of lasting significance.
We have this problem even with the system we have: politicians in general are unwilling to get to work on problems that require long-term solutions, because they'll be around to cop the flak from the initial confusion but not to get the credit from the final result.
