Those things are inherently inaccurate. They test a one-off download from one server at one time. I just tried it and got 24774 Kb/sec. I've never downloaded 25Mb in one second before. The best way to clock your download rate is to download something and see how long it takes. If you want another, maybe more accurate, test, try cNet's download.com. That's probably much busier than toast.net, and so more indicative of your real download rate.
