Heh. We get people like this at my university a lot... random people who just talk AT people. Some of them appear to be protesting (rather uneffectively). Others just seem to not have an off switch for their mouths. And some of them are definetely on something.

Once, I encountered one of these folks while waiting for my carpool. He came up behind me and started yelling, "WHAT ABOUT CIVIL RIGHTS, FOO?" I jumped, and turned around, but he was looking right past me at a house across the street. I walked away quickly, and left him there, yelling at this house across the street about civil rights.
