I would say "both" answers are correct, though the position expressed in both Scripture and traditional Christian liturgy suggests the former concept is superior: the universe exists only because God loved it *first,* even before it was made -- and even before it had any value of significance. The world intrinsically is significant because God declared it good at the beginning.

That is a circular argument, but I think I can appreciate the sentiments expressed. :-)
