I thought "Small Gods" was the second best Prachett book I've read (I've read about 10 or 11), and most of my friends that are Pratchett fans argue that it's his best (I prefer "Interesting Times").

"Lords and Ladies," in my opinion, was the weakest one I've read, followed probably by "Soul Music," although that one was disputed by friends who thought it was one of the best too. I'm enough of a fan to not regret reading any of them though; "Lords and Ladies" was still fun to read, just not terribly memorable.

I got the latest Discworld book (Pratchett's 25th!!), "The Truth," for Christmas, and thouroughly enjoyed it. Like, "Feet of Clay" and "Men at Arms," which I also liked, "The Truth" concerns itself primarally with political intrigue in Ankh-Morpork, although Vimes and the rest of the Watch are demoted to supporting cast this time.
