From what I heard it would be around a 100 years prior to The Original Series. So they just have to make the tech look more primitive than the original series, they don't have to go cheesy. I think they would be affraid to make it look 'too' much like the 60's show because they would be afraid to drive away audience.
While I think this will be a cool show I am bumbed that there won't be a show set in Federation we know now, I've been watching Trek since the Next Generation first came out and watching the politcal manuverings of the Federation, the Romulans, the Kilingons, and then the Cardassians, Borg, and Dominion. That is what Voyager is lacking in my mind, after DS9 ended I want to know who the new enemies of the Federation are, what happend to our alliance with the Romulans, how are the Cardassians rebuilding? Kinda wish they went with the Star Fleet Academy idea.
