Unless my arithmetic fails me, you would need to be born in the early '70's to get as many teen years in the '80's as possible. Teens born in 1979, for example, would miss the 80's altogether.
Now that you mention it, I wish I had been born in the '70's, too. I'd be a lot younger now, but then I would have missed the '50's, my favorite decade. There was some great music then, but the quality of recordings was so bad, who knew?
