I would think that the Dialectizer has more reason to be blocked than RinkChat.
Most dialectizer variations are blocked due to the indirect access to sites. If they weren't blocked, all the little kiddies could get porn and warez quite easily. I guess that's a good thing, but they'll still get to it if they try hard enough. If there were another Dialectizer available that would only alter inputted text, I'm sure that wouldn't be blocked.
