The Ferengi had light-based sensors, and he used them against them. I don't remember the details, but it was pretty cool. It's in the Star Trek Encyclopedia.
He used warp, which is faster than light travel, to get in closer to the Ferengi ship and start fireing. The Ferengi's didn't even see the ship move untill the last second, when it was suddenly in two places at one (It stopped moveing at light speed before it fired and was closer to the Ferengi ship) so the image of the ship at it's original point was still arriving at the Ferengi vessel while the image of the ship at it's new position was, so suddenly there were two ships.

p.s. the Picard Maneuver also reffers to tugging your shirt down. Watch the show, in the early seasons only Picard did this on a regular basses, soon Riker started to do it.
