Ok, I agree that guys wouldn't get as aroused if the cheerleaders were wearing sleeping bags, but you can't blame the cheerleaders for a guy getting aroused. You haven't established that the intent of the cheerleaders is sexual, only that the guys watching the pep rallys get less work done. Hey, maybe they like the choreography.
