Unless I missed something, this is absolutely ridiculous for several reasons.
1. If the car is stolen, wouldn't the thief try to leave town? That gives the police only a small amount of time to see the car.
2. A lot of car thefts happen in broad daylight. The bumper sticker would prove useless in these situations.
3. If enough residents know about this bumper sticker, the thief might also know about it. It would be quite easy to cover it with a different bumper sticker and ride away into the night.
4. If the owner of the vehicle suddenly needs to go somewhere late at night, they'll have to allow extra time to get pulled over and questioned. In an emergency, five minutes can make all the difference in the world.
