So you'd prefer to crowd our already packed prisons with people who are unlikely(and probably unwilling) to change, and pay for their meals, and pay for their medical, and their housing, etc.? And there's always the possibility of escape. Perhaps if one escaped(or *gasp* served his time without changing) and reached your home and did something you would consider horrendous(it so far hasn't happened to my family, but that doesn't mean it couldn't, and it has for more than enough other people), perhaps you would be less willing to allow him to continue to live. If he's shown himself unwilling to change, at least make it so he can't harm anyone else.
