The Government of Canada.
Well, I thought it was wierd. Canada 'made' Wolverine by surgically implanting the claws (and grafting the adamantium to his skeleton) as part of a project to create a 'Weapon X'. That's why the cage-fighting scene takes place in Canada (and a Canandian fove dollar bill is shone).
You can tell that the people who gave him his skeleton and claws were trying to create something, because you can see them drinking champange and generally celebrating the success of his surgery.
Guess that's where out tax dollars go, eh?
Anyways, Wolverine was originally a part of the Alpha Team, of which I know nothing. Most of his loner attitude comes from his eternal search for where he came from.
