Now I might be a bit dense here, but wouldn't people stopping in the middle of the interstate during rush hour to check maps make the traffic jams... um... well... *worse*?

Sounds to me like he needs to rethink his strategy whet ever the case. Now if it's like ShadowFax says and it is reported on the radio and an alternate route provided at that time it might not be so bad, but otherwise I think it's not really a smart plan.
