You need not "call Harrisburg" - any number of headquarters can be in a city.

And yes, it a lot like RISK, except less complicated. And you can attack anybody from anywhere.

I think this will end up being very dramatic. After weeks of play, there will be only two alliances left (we'll call them 'Red' and 'Blue'), and one outpost in NH held by Sam that nobody dares attack. The Site Journal will provide over-dramatized accounts, it'll be emblazoned at the top of the updates list (National Domination: Clash of the Titans! Watch Red and Blue duke it out. Who will conquer the United States?), and when it's all over, we'll write a long, complex 'history' of the war (e.g. August 4: The Battle of Omaha), and it'll be enjoyed for generations to come.

And the winner will get an official RinkWorks atlas (to help plot your next pursuit).
