"Tire covers?" Meaning fenders, maybe?
Look on the side of the tire and tell me the tire size. I'm betting it's 26x1.75 and the frame could be a girl's. Do the double bars curve down gracefully to just above the pedal crank bearing? The seat sounds like it could be on a girl's bike, too. A boy's bike seat is longer than it is wide.
Don't let anybody tell you that a boy can't ride a girl's bike.
